Romania’s Rabla Auto 2026 scrappage scheme reopens on Tuesday, 3 November at 10:00, offering a fresh chance for drivers who missed earlier funding rounds. The new session has a budget of 35.4 million lei, according to the Ministry of Environment, with applications accepted only through the official Administration of the Environment Fund (AFM) platform.

The funds come from amounts previously set aside for applications where procedures were not fully completed. Environment minister Natalia Intotero said the goal is to make sure available money reaches citizens rather than staying stuck in administrative steps. “We want an accessible and efficient programme that responds to the real needs of Romanians,” she said in a statement reported by local media.

For this reopening, the ministry has published the value of the eco-tickets by vehicle type. Buyers of petrol or LPG cars can receive 10,000 lei, hybrid cars 12,000 lei, plug-in hybrids 15,000 lei, fully electric cars 18,500 lei, standard motorbikes 10,000 lei and electric motorbikes 15,000 lei. The largest share of the budget, 25.6 million lei, is reserved for petrol, LPG and hybrid cars, enough for about 2,550 eco-tickets. A further 9.2 million lei is set aside for fully electric and plug-in hybrid vehicles, roughly 600 tickets, while 550,000 lei goes to motorbikes, around 55 tickets.

To qualify, each applicant must hand over an old vehicle at least eight years old for scrapping. This condition applies to every eco-ticket requested. The programme aims to remove older, more polluting vehicles from circulation and replace them with new models that have lower emissions.

Only application forms downloaded from the AFM app starting 3 November at 10:00 will be accepted for this session. Documents downloaded before that time are not valid for this round. The ministry says applications can be submitted until 31 December 2026, but the session may close earlier if funds run out. Drivers should use the official AFM platform and follow the procedures for the vehicle category they plan to buy.
